BANDA ACEH – The Medan Legal Aid Institute (LBH) considers the Police Chief Regulation allowing members of the Indonesian National Police to hold civil positions in 17 ministries/institutions to be proof of Police Chief Listyo Sigit's statement. Prabowo that the fish rots from the head down.
“The National Police Chief has proven his statement in 2022, which was ‘A fish rots from the head down’. This means that problems in institutions or organizations start from the top,” said Irvan Saputra, Director of LBH Medan on Tuesday, December 16, 2025.
At that time, the Chief of Police told his subordinates that leaders must be role models and good examples for their members or subordinates, must obey the rules, and be professional.
Irvan emphasized that the Perpol issued by Listyo also contradicts the decision of the Constitutional Court (MK) and violates human rights.
“This regulation not only contradicts the Constitutional Court's ruling but also fundamentally contradicts the principles of the rule of law and human rights,” he said.
He said that the principle of the rule of law stipulates that everyone must obey and comply with the applicable laws.
“This principle was clearly violated by National Police Chief General Listyo Sigit Prabowo by forcing members of the National Police to take up civilian positions,” he said.***
