BANDA ACEH -The National Police is currently experiencing a crisis of public trust.
Presidium of the Coalition to Save Indonesia (KAMI) Gatot Nurmantyo said that the public clearly witnessed the involvement of members of the Indonesian National Police in drug and online gambling cases, selective law enforcement, and cases that had already been decided but were not carried out.
“Meanwhile, critical and opposition groups, such as KAMI, are easy to deal with,” said Gatot in KAMI's year-end evaluation broadcast on Refly Harun's YouTube channel on Tuesday, December 16, 2025.
What is more concerning, according to Gatot, is that instead of carrying out total reform, National Police Chief General Listyo Sigit Prabowo Instead, it issued Police Regulation (Perpol) Number 10 of 2025 concerning the Placement of Active Police Members in Positions Outside the Police Force.
According to the Perpol, there are 17 positions in other agencies that can be filled by Polri officials.
“This is not a misguided policy, but a violation of the constitution,” said Gatot.
Gatot emphasized that Police Regulation No. 10 of 2025, which allows active police officers to hold civilian positions in 17 ministries/institutions, contradicts two laws.
First, the Police Regulation contradicts Law Number 2 of 2002 on the Indonesian National Police (Polri).
Whereas Article 28 paragraph (3) (Police Law) states that members of the Police who wish to enter civil service positions may only do so if they request to resign or retire from the Police.
Article 28 paragraph (3) of the Police Law is further reinforced by Constitutional Court (MK) Decision Number 114/PUU-XXIII/2025.
In addition, it also violates Law Number 20 of 2023 concerning ASN, which strictly prohibits active police officers from holding civil positions, unless they have retired or resigned.
